Jennifer Guilbeault, charged with second-degree and third-degree assault as a hate crime, is accused of pepper-spraying the man as he was praying in Arabic on July 31. A New York woman accused of pepper-spraying her Muslim Uber driver while he prayed at a red light has been charged with assault as a hate crime, prosecutors said Thursday. Jennifer Guilbeault, 23, is accused of the “anti-Muslim” attack on July 31, the Manhattan district attorney’s office said Monday. She was in the back seat of an Uber with another person at 12:15 a.m. when she lunged toward the driver, 45, with a can of pepper spray and sprayed him in the face after he began praying in Arabic at a red light, officials alleged. The spray caused “burning, redness and pain,” the DA said in a release. A few minutes later, the driver called 911, and Guilbeault was arrested at the scene. Guilbeault has been charged in a New York State Supreme Court indictment with second-degree assault as a hate crime, third-degree assault as a hate crime and second-degree aggravated harassment. She pleaded not guilty at her arraignment Monday and was released with non-monetary conditions, according to court records. She is due back in court on Jan. 13. “As alleged, Jennifer Guilbeault senselessly assaulted a Muslim Uber driver while he was just doing his job,” District Attorney Alvin Bragg said in a statement. “The victim is a hardworking New Yorker who should not have to face this type of hate because of his identity.” He said the office’s hate crime unit will continue to address bias-motivated attacks and support victims. Michael J. Alber, an attorney for Guilbeault, rejected the hate crime designation. “Ms. Guilbeault was not motivated by race, religion, national origin, or any other discriminatory factor,” he said in a statement. “A full and fair review of the evidence is going to show a crime was not committed in this matter, and that a rush to judgment is not appropriate, and is hurtful to all those involved,” he added. Since the Hamas-Israel war began, there has been a rise in antisemitic and anti-Arab and anti-Muslim incidents reported in the U.S. The Council on American Islamic Relations said in a report in April that it received the highest number of bias reports in its 30-year history last year. The complaints ranged from verbal discrimination in the classroom or workplace to incidents of physical violence reported to police. Source: NBC News

EU Agency for Fundamental Rights report highlights a sharp increase in anti-Muslim sentiment, with 47 percent of Muslim respondents reporting racial discrimination, up from 39 percent in 2016. Nearly half of Muslims living in Europe face racism and discrimination in their daily lives, the EU Agency for Fundamental Rights (FRA) has said in a report. The report Being Muslim in the EU, based on 2022 data, highlighted a sharp increase in anti-Muslim sentiment, with 47 percent of Muslim respondents reporting racial discrimination, up from 39 percent in 2016. The survey shed light on the increasing challenges faced by Muslims across the EU, particularly in employment and housing. “Muslims most often face discrimination when looking for work (39 percent) or in the workplace (35 percent),” it said. It underscored that these issues have ripple effects in other areas, such as housing, education, and health care. The report added that women who wear religious attire experience higher levels of racial discrimination than those who do not, particularly when looking for employment, and the rate has risen to 45 percent in 2022 from 31 percent in 2016, with young women aged 16-24 experiencing the highest incidence at 58 percent. ‘A worrying surge in racism’ Discrimination in the housing market has also surged, with 35 percent of respondents saying they were unable to rent or buy a house due to discrimination, a significant increase from 22 percent in 2016. The report also highlights issues with law enforcement, with nearly half (49 percent) of those stopped by police believing they were subjected to racial profiling. FRA Director Sirpa Rautio called the situation alarming, saying, “We are witnessing a worrying surge in racism and discrimination against Muslims in Europe.” She attributed this to conflicts in the Middle East and “dehumanizing anti-Muslim rhetoric across the continent.” “We need to ensure that everyone in the EU feels safe, included, and respected, regardless of their skin color, background, or religion,” Rautio added.
The Council on American-Islamic Relations (CAIR), the nation’s largest Muslim civil rights and advocacy organization, today condemned the use of anti-Muslim tropes targeting Muslim candidates for public office, calling them repugnant and dangerous to both the candidates and their communities. At a time when Islamophobic violence, hate crimes, and bias incidents are at an all-time record high, it is especially appalling to see the perpetuation of false and harmful stereotypes accusing Muslim candidates of supporting terrorism or extremist ideologies. These baseless and inflammatory accusations not only poison political discourse but actively endanger the lives of those who are simply exercising their right to participate in the democratic process. In its 2023 directory of elected Muslim officials, CAIR found that over 235 Muslims are serving at the local, state, and federal levels across the United States. This fact underscores the important role Muslim Americans play in public life and the diversity they bring to their communities. Their service exemplifies the strength of our democracy and the inclusiveness of our nation. In a statement, CAIR Government Affairs Department Director Robert S. McCaw said: “Incidents of such dangerous rhetoric and anti-Muslim tropes place Nevada Muslim candidates and their communities in harm’s way. Using Islamophobic smears and falsehoods to undermine the legitimacy of Muslim candidates is not just an attack on an individual but on the democratic principles of fairness and equal representation. “CAIR calls on all political actors and members of the public to rise above such hateful campaign tactics and uphold the values of inclusion, respect, and safety for all Americans, regardless of their background.” He noted that earlier this month, CAIR’s Washington state chapter (CAIR-WA) reaffirmed the right of all Americans, including devout American Muslims, to run for and serve in public office. In every election, including this one, CAIR urges voters to focus on the values, policies, and leadership qualities of candidates, rather than allowing stereotypes or fearmongering to influence decisions. CAIR remains committed to ensuring that all Americans, regardless of faith, can fully participate in the democratic process without fear of discrimination or bias. The First Amendment guarantees that religious freedom is a right for everyone, and no one should be disqualified from serving the public due to their beliefs. From January to June 2024, CAIR documented 4,951 incoming bias complaints nationwide, a 69 percent increase over the same period in 2023. Earlier this year, CAIR’s national office released its 2024 civil rights report, which revealed the highest number of complaints it has ever received in its 30-year history. Titled “Fatal: The Resurgence of Anti-Muslim Hate,” the report documented 8,061 complaints. Nearly half of all complaints received in 2023 were reported in the final three months of the year. Source: Council on American-Islamic Relations

Canada’s Prime Minister Justin Trudeau condemned recent Islamophobic attacks in London, Ontario and Winnipeg, Manitoba, as anti-Muslim sentiment continues to escalate in the West amid Israel’s ongoing attacks and provocations in the Gaza Strip and Lebanon. “I’m angry to learn that women wearing hijabs were the target of a violent attack in London, and a mosque in Winnipeg was the target of hateful harassment,” Trudeau said on his official X account on Friday. According to a statement by the National Council of Canadian Muslims (NCCM), two women wearing the Muslim headscarf were attacked Thursday in front of their children in London, where four members of a Muslim family were killed in a ruthless attack in 2021. The statement noted that a knife-wielding man punched the women in their faces and made inappropriate comments. “The Israelis did a good job of landscaping Gaza. They’ll do the same to Lebanon,” and other slurs of an Islamophobic and anti-Palestinian nature,” according to NCCM. “Needless to say, the incident amounts to yet another disturbing example of how Islamophobia and anti-Palestinian racism, often intersecting, continues to pervade corners of our communities, primarily targeting the vulnerable,” the civil rights organization said, adding that anti-Muslim hatred led to the killing of the Muslim family three years ago, and earlier this year, a Muslim family’s house was set on fire due to anti-Palestinian racism. “It is time to act. Now. There is no time for more platitudes and words. Our leaders have to come up with a real plan to address this massive and disturbing rise in hate against our communities,” NCCM statement said. No details were provided about the attack on the mosque in Winnipeg, in the country’s central Manitoba province. A horrific mosque attack in Quebec province, where a lone gunman killed six Muslims and wounded 19 during evening prayers, shook the North American country in 2017. In June 2021, four members of a Muslim family, who were out on a stroll in London, Ontario, were killed after a white nationalist man deliberately drove his truck into them. Countless other attacks occur on an ordinary basis, as Muslims across the country urge the government to take concrete action to stop the crimes. Islamophobia is entrenched in Canada, according to a report by the country’s Senate Committee on Human Rights. Source: Daily Sabah

Study reveals surge in anti-Muslim, anti-Arab, and anti-Palestinian sentiment, leading to increase in hate crimes in against Muslims in New York since Oct. 7 A recent study revealed that nearly 60% of Muslim students in New York have experienced bullying at school by their peers, especially after Israel’s onslaught in the Gaza Strip. The survey “Feeling The Hate In Our Schools” was conducted by the Council on American-Islamic Relations (CAIR) in New York, and revealed that “58.2% reported being bullied at school by another student because they were Muslim.” “Almost half (44.7%) of students who wear a hijab reported their hijab was tugged, pulled, or offensively touched by another student rarely, sometimes, often, or very often,” the findings said. The survey also revealed that “64% of students have witnessed a Muslim student at school being bullied by another student,” and nearly 65% of students have seen “their school make offensive comments or posts about Islam or Muslims online.” According to the survey, many students (43.6%) did not feel it was necessary to report them, believing it would not make a difference. The survey noted that “74.6% of students said that they did not report to an adult at their school about being bullied by another student for being Muslim.” The CAIR report also included a special note on Palestine, highlighting a surge in “anti-Muslim, anti-Arab, and anti-Palestinian sentiment within the fabric of New York City” when the conflict in Gaza escalated in October 2023. “In 2023 alone, CAIR-NY received 555 requests for legal assistance, with 43% directly linked to Palestinian solidarity, highlighting the urgency of this issue,” it added. It further stated that 32% of students reported school silencing for voicing opinions on Palestine, while 13% faced unwanted attention from staff, 11% from authorities, 10% experienced online harassment or doxing, and 9.5% reported social isolation. The report was based on a survey of 500 Muslim students, 91.7% of whom attend public schools, 4.6% attend charter schools, and 3.8% attend non-Islamic private schools.
Islamophobia is surging throughout Europe and has intensified due to the ongoing conflict in the Middle East, writes Martin Banks. An additional intensified wave of Islamophobic disinformation – or the deliberate spread of false information – comes amid a rising tide of Islamophobia across Europe. Official data show that Islamophobic crimes in Germany more than doubled in 2023, with nearly one in 10 incidents involving violence, according to the German Alliance against Islamophobia and discrimination against Muslims (CLAIM). Austria and other EU countries have also reported similar trends while racism and intolerance are rising in France, fuelled by the war in Gaza and far-right ideas in public debate, according to France’s human rights commission, the CNCDH. It says reports of antisemitic and anti-Muslim acts have increased by 284% and 29% respectively, while other types of racist acts increased by 21%. Anti-Muslim hate in the UK has more than tripled in the four months since Hamas’s attacks, says the charity Tell Mama which documented 2,010 Islamophobic incidents between 7 October and 7 February – a steep rise from the 600 it recorded for the same period the year previously. It is the largest number over four months since the charity began in 2011. Generally, anti-Muslim and anti-semitic attacks have surged in the UK following the Israel-Gaza conflict while in the U.S the Council on American-Islamic Relations (CAIR), the nation’s largest Muslim civil rights and advocacy organization, received a staggering 3,578 complaints about discrimination based on race, ethnicity, or religion in the last three months of 2023. The Organization for Security and Co-operation in Europe is also concerned, saying that, “amidst an increase in prejudice and violence against Muslims in a growing number of countries, greater efforts are needed to build dialogue and counter anti-Muslim hatred.” It hails the fact that all 57 OSCE states, including Uzbekistan, “have committed to fighting prejudice, intolerance and discrimination against Muslims and members of other religions. But it also called on all participating states “to intensify commitments and actions towards this crucial endeavor, striving to nurture an environment where every person can live free from hate and discrimination.” The OSCE said, “There has been an upsurge in hatred against Muslims especially since the renewed outbreak of hostilities in the Middle East in October last year, with online and offline hate speech, threats and violence having a negative impact on Muslim communities, particularly women and girls. The organization says all OSCE participating States have committed to combating discrimination and hate crime, adding: “Supporting countries across the OSCE region in combating anti-Muslim hate crime is a key area of our work, but victims across the OSCE area are reluctant to report their experiences to the authorities.” This worrying trend is not confined to Europe or the U.S and was one of the issues of discussion by international scientists and scholars who got together recently in Uzbekistan to find ways to combat the problem. Participants from 35 countries were attending the eighth annual Congress of the World Society for the Study, Preservation and Popularization of the Cultural Legacy of Uzbekistan (WOSCU) in Uzbekistan, with representatives of the International Organization of Turkic Culture, Muslim World Islamic League, the Al-Furqan Foundation, the International Turkic Academy, the Arab World Institute and others. The event heard that there is a growing global concern related to islamophobia and how the international community, both in the West and beyond, should deal with it. The conference focused on efforts by Uzbekistan – a Muslim country- to address the issue. The event heard that the Uzbek focus is on education and “enlightenment”, an approach and policy which the country’s president outlined during his landmark speech in the 78th session of the General Assembly of the United Nations in September last year in which he reaffirmed his commitment to freedom of speech. He also spoke of the “need to strengthen our joint efforts in preventing the spread of the scourge of extremism.” A declaration was issued at the end of the annual WOSCU congress by the 300 participants from 35 countries, including 15 academicians, 40 professors, 103 doctors of science, 54 directors of museums and libraries and others. It said: “We are firmly convinced that the work on studying and preserving cultural legacy is of paramount importance for the sustainable development and prosperity of not only Uzbekistan, but also the entire world community.” A resolution supporting Uzbekistan President Shavkat Mirziyoyev’s call for “enlightenment against ignorance” and for an end to Islamophobia was adopted. Those attending agreed that education on Islam should be the main objective and agreed that improved understanding is vital for addressing the “irrational fear or hostility towards the religion of Islam and Muslims in general.” In a letter to President Mirziyoyev, conference participants noted his broad support for the idea of a “humane Islam” that he expressed in his UN address and his emphasis on the importance of “spiritual enrichment”. The letter said the congress “fully” supported his initiatives, including in large-scale projects to “preserve the cultural legacy of Uzbekistan for world civilization.” The congress, held both in Uzbekistan’s capital Tashkent and ancient Samarkand, approved some 150 projects, including a forthcoming heritage project, developed around the world by the World Scientific Society on Preservation and Popularization of the Uzbek Heritage (WOSCU). The projects, it was said, seek to foster recognition of “the great contribution of Oriental scholars who have made a significant contribution to world civilization.” Participants went on to praise Uzbekistan’s investment in Tashkent’s Centre of Islamic Civilization and the Imam al Bukhari Spiritual Centre near Samarkand, both currently under construction, saying, “We consider it our most important task not only to join the activities of the Centre of Islamic Civilization, but also to create a powerful and rapidly developing scientific and cultural platform that will become a bright beacon of enlightenment and knowledge in the East.” The declaration, adopted at the congress’s plenary session, recognizes the “importance” of the Centre, a “cultural and humanistic mega-project which will give a powerful impetus to fundamental research dedicated to the worthy contribution of great scholars and thinkers […]

Established in 2017, the Tashkent-based WOSCU, sponsored by leading Uzbek businessman Bakhtiyor Fazilov, works to highlight the country’s cultural heritage around the world.

A conference in Baku, Azerbaijan in March heard similar concerns to those voiced at the WOSCU event, with Ilham Aliyev, the Azer president, saying, “Regrettably, Islamophobia trends across the world are on the rise.

“We are witnessing the portrayal of Islam as a potential threat, with doubt, discrimination and open hatred against the Muslims becoming increasingly widespread with each passing day.”

He said that Azerbaijan’s determination to combat Islamophobia was “one of the challenges of the modern era” and called for “concerted efforts” to combat Islamophobia and to “generate fresh initiatives aimed at promoting the culture of tolerance and peace found d on respect for religious and faith diversity”.

A float in Sunday’s India Day Parade (August 18) in New York City that celebrates a Hindu temple built over a razed mosque in India has sparked controversy, with a number of groups calling it anti-Muslim and saying it should be removed from the event. The float depicts a temple to the Hindu god Lord Ram, which was consecrated earlier this year on a site in Ayodhya, India, believed to be his birthplace. But the temple site has long been bitterly contested between Hindus and Muslims, and in the early 1990s a mosque that stood there was razed by a Hindu fundamentalist mob. Some U.S.-based organizations have written a letter to New York City Mayor Eric Adams and New York Governor Kathy Hochul, calling the float anti-Muslim and saying it glorified the mosque’s takedown. Among groups who signed the letter were the Council on American Islamic Relations, the Indian American Muslim Council and Hindus for Human Rights. The letter says the temple is considered a symbol glorifying the destruction of mosques and violence against Muslims in the South Asian nation. Hindus make up about 80% of India’s population, but the country is also home to about 200 million Muslims who have frequently come under attack by Hindu nationalists. “This float presence represents these groups’ desire to conflate Hindu nationalist ideology with Indian identity, but India is a secular country,” the letter said. “This is not merely a cultural display, but a vulgar celebration of anti-Muslim heat, bigotry, and religious supremacy.” The Vishwa Hindu Parishad of America, which is organizing the float, says it represents a Hindu place of worship and aims to glorify a deity seen as an important part of Indian and Hindu identity. The Hindu American Foundation said it was an exercise of free speech. The Federation of Indian Associations, which runs Sunday’s event, said the parade represents India’s cultural diversity and will feature floats from a range of communities. Spokespersons for Hochul didn’t immediately respond to emails seeking comment on Thursday, August 15. But when asked about the controversy on Tuesday, August 13, at City Hall, Adams said there’s “no room for hate” in New York, which his office said is home to the nation’s largest Indian American population, with more than 247,000 residents. “I want to send the right symbolic gesture that the city’s open to everyone and there’s no room for hate,” the Democrat said. “If there is a float or a person in the parade that’s promoting hate, they should not.” In a follow-up email late Thursday, Adams’ office said the mayor has no plans to attend Sunday’s parade, which he has attended in years past. It also noted that the U.S. Constitution’s First Amendment right to free speech prevents the city from denying a permit or requiring that a float or parade’s message be changed simply because it does not agree with the content. “From day one, the mayor has been clear that celebrations in our city should be welcoming and inclusive,” the office wrote. “The mayor has always centered communities first, emphasizing that when we come together as one, we practice respect and grace, set politics aside, and embrace the rich melting pot that is New York City.” Hindus say the site in Ayodhya was holy to them long before Muslim Mughals razed a temple there to build the 1528 Babri mosque, which was destroyed in 1992. The mosque’s destruction was followed by nationwide riots that killed some 2,000 people, mainly Muslims. In 2019, the Indian Supreme Court handed over the land to Hindus. Human rights experts say India has seen a rise in attacks, including violence and discrimination, on minorities in recent years under Hindu nationalist Prime Minister Narendra Modi, accusations that Modi denies.
The riots confirmed what Muslims have known for some time. Too many powerful voices have accepted, or even encouraged, hatred Last week, as far-right thugs targeted Muslims primarily, the former Conservative immigration minister Robert Jenrick told Sky News that saying “Allahu Akbar” —“God is greater”— in public should be an arrestable offence. This is a solemn phrase millions of British Muslims use daily. Jenrick’s Islamophobia received no pushback from the interviewer, no response from his party leader, and led to no apology: a stark reflection of how Islamophobia has become acceptable, not just on the far right, but also in mainstream media and politics. What makes it even worse is the context of his comments. In Southport, a mob hurled bricks at a mosque, causing one worshipper, trapped along with the imam, to think he might die. Others attempted to set fire to a hotel in Rotherham used to house asylum seekers. Far-right thugs stopped cars in Middlesbrough to check if their drivers were white before letting them pass. A “large group of men” beat up a black man in Manchester, and a Muslim man was stabbed at a train station in Liverpool. In Hull, violent far-right rioters dragged an Asian man out of his car, while racially abusing him by repeatedly yelling “P**i”. Others shouted “fuck Muslims” in a “demonstration”, children were found screaming “who the fuck is Allah?” and other children joined their parents shouting “P***s out”. And some attacked an Islamic book stall in Liverpool, whilst others vandalized Muslim graves in Burnley. There was a similar story online. According to researcher Marc Owen Jones, on X,65 per cent of impressions earned by posts about Muslims between 28th July and 9th August (155m impressions) were anti-Muslim or anti-migrant. The appalling scale of the far-right thuggery led to a palpable and justifiable fear among Muslims and minority communities across the country. Even Humza Yousaf, former first minister of Scotland, shared that the riots made him question whether he and his family would remain in the UK. And the mayor of London Sadiq Khan shared that he did not feel safe as a Muslim politician in the wake of the riots. In this environment, Jenrick felt confident in pushing out his hate and divisiveness. He was not alone. Elon Musk shared—and then deleted—a false post from the co-leader of the far-right Britain First party about the UK building “detainment camps” for rioters, and proclaimed that civil war in the UK was “inevitable”; Matthew Goodwin seemed to suggest that a “son of immigrants” is not really British; and Nigel Farage called “some of the actions” of far-right rioters “truly disgusting”—but also appeared to excuse rioters, saying it was “a reaction to fear, to discomfort, to unease that is out there shared by tens of millions of people.” Certain news outlets followed suit. The Daily Telegraph headlined its front page “Far-right clash with Muslims in rioting”, and ran a host of frankly embarrassing and repulsive articles; and GB News consistently seems to be trying to make excuses for the far right. You might argue that they are targeting the 34 per cent of Conservative party voters and 63 per cent of Reform voters who blamed Muslims for the riots. Perhaps. But I think it goes deeper. Too many people in positions of power have, for too long, denied Islamophobia, or outright encouraged it. Let us not forget the rampant Islamophobia in the Conservative party: from Boris Johnson comparing Muslim women to “letterboxes”, which led to a 375 per cent rise in hate crime against Muslim women, to former culture secretary Nadine Dorries and current MP Bob Blackman retweeting Tommy Robinson. Let us not forget the negative coverage of Muslims in the UK media, in which stereotypical tropes about them are regularly propagated. The editor of the Daily Express even admitted that the paper helped create “Islamophobic sentiment”. Research by the UNHCR found the Daily Mail and the Sun showed a hostility towards migrants that was “unique” among the newspapers they sampled. There is a reason why approximately a third of the UK population endorse casual prejudices such as “Islam is a religion of violence” or “Muslims will never be as British as other British people”. While we have seen fantastic examples of community, solidarity and allyship against racism, even belatedly from some of its worst perpetrators, we cannot get away from the fact that far-right Islamophobia has gained a public foothold. And removing this foothold is not straightforward. It requires a reflection on the power dynamics and drivers of Islamophobia (and other forms of bigotry) in our society. There are some community-based and education-centric solutions, but there also needs to be a concerted effort to tackle it both from the very top, where influence sits. In practice, this means (finally) appointing an Islamophobia adviser with support from Muslim communities to focus on the issue; adopting the APPG definition of Islamophobia—that it is “rooted in racism and is a type of racism that targets expressions of Muslimness or perceived Muslimness”—as part of a broader effort to embed an understanding of this kind of racism in society; and implementing measures requiring social media giants to refer breaches of the law to local police, as well as to monitor and penalize clear cases of incitement to racial or religious hatred. It’s time to turn words into action, and to ensure that Islamophobia is challenged. The question is, do we have the will to do it? Source: Prospect Magazine

In this environment, Jenrick felt confident in pushing out his hate and divisiveness. He was not alone. Elon Musk shared—and then deleted—a false post from the co-leader of the far-right Britain First party about the UK building “detainment camps” for rioters, and proclaimed that civil war in the UK was “inevitable”; Matthew Goodwin seemed to suggest that a “son of immigrants” is not really British; and Nigel Farage called “some of the actions” of far-right rioters “truly disgusting”—but also appeared to excuse rioters, saying it was “a reaction to fear, to discomfort, to unease that is out there shared by tens of millions of people.”

Certain news outlets followed suit.

Worshippers were forced to take shelter in a Southport mosque as hundreds of far-Right rioters attacked the building.

A shocking investigation by Byline Times has revealed that Tell MAMA (Measuring Anti-Muslim Attacks), a UK government-funded agency monitoring anti-Muslim hate crimes, has systematically underestimated the national scale of incidents. Tell MAMA was formed in 2012 as an initiative of the community interest company Faith Matters and receives millions of pounds in public funding as the Government’s flagship agency monitoring anti-Muslim hate crimes. But, from 2017 to 2022, the figures it has compiled are consistently lower than anti-Muslim hate crime statistics published by the Home Office based on police data – raising fundamental questions about the accuracy and value of Tell MAMA’s figures. A Byline Times analysis comparing Crime Survey estimates with Home Office data shows that police records severely under-report anti-Muslim hate crimes in Britain by nearly 90%. This suggests that Tell MAMA’s data provides an even poorer picture – failing to capture what is likely to be many tens of thousands of incidents every year. As anti-Muslim hatred appears to have reached epidemic levels since 2019, the Government lacks the institutional capacity to understand the scale of this national crisis. Faith Matters did not respond directly to this newspaper’s questions. Instead, it replied through its legal representatives, Mishcon de Reya, and published a public response. According to Mishcon de Reya, Tell MAMA’s under-reporting is entirely legitimate as the agency cannot be expected to report more incidents than the police – even though other hate crime monitoring services such as the Community Security Trust tend to produce higher figures for antisemitic hate incidents than those published by the Home Office. A Decade of Failure? Last July, Tell MAMA published a major report, ‘A Decade of Anti-Muslim Hate’. This was the first time it had released statistics on anti-Muslim hate crimes since its annual report in March 2020. According to Mishcon de Reya, “this shows that the number of cases reported has increased steadily over time, including increasing from 1,223 in 2016 to 2,301 in 2021”. It described the report as evidence of Tell MAMA’s national monitoring service since 2012. “The figure for 2022 is 2,656 and the figure for 2023, which is yet to be published, is higher still… In total, over 20,000 Muslims in the UK have used Tell MAMA’s reporting and monitoring service.” But, from 2017 to 2022, Tell MAMA’s statistics were consistently lower than anti-Muslim hate crime figures published by the Home Office based on police data. This is particularly questionable given that, as the UK Statistics Authority points out, police data systematically underestimates hate crimes. Under-reporting is likely worse for anti-Muslim hate crimes due to a lack of trust among communities in how authorities deal with such issues. For 2017/18, the Home Office reported 2,965 anti-Muslim hate crimes for England and Wales based on police data. For 2017, Tell MAMA reported 1,400 anti-Muslim hate crimes across the entirety of the UK (1,565 fewer cases). The Home Office reported 3,530 anti-Muslim hate crimes for 2018/19; Tell MAMA reported 2,000 for 2018 (1,530 fewer). The Home Office reported 3,089 for 2019/20; Tell MAMA reported 2,100 for 2019 (503 fewer). The Home Office reported 2,703 for 2020/21; Tell MAMA reported 2,200 for 2020 (503 fewer). The Home Office reported 3,459 for 2021/22; Tell MAMA reported 2,301 for 2021 (1,158 fewer). The Home Office reported 3400 for 2022/23; Tell MAMA reported 2,656 for 2022 (744 fewer). Despite stating that it works in close cooperation with UK police forces, Tell MAMA’s 10-year report throws little light on how the cases logged in this period relate to police data. The report also adopts a way of categorizing each year that isn’t consistent with Home Office annual reporting, further undermining ways to compare data. If Tell MAMA’s national monitoring service was robust and useful, its figures would be expected to fill the gaps missed due to police under-reporting. Overall, from 2017 to 2022, the police recorded 19,146 anti-Muslim hate crimes for England and Wales (excluding Scotland). In the same period – which is when Faith Matters ceased mentioning that it was running a national anti-Muslim hate crime monitoring service in its CIC filings – Tell MAMA reported 13,143 anti-Muslim hate crimes for England, Scotland and Wales combined – 6,003 fewer than the police figures. Tell MAMA’s figures in this period were, on average, 32% lower than police data. Police Not Seeing Most Anti-Muslim Hate Crimes Tell MAMA’s figures therefore offer even less of a useful picture than that provided by flawed police data. How badly police data under-reports anti-Muslim hate crimes can be understood by comparing data from the Crime Survey for England and Wales, which provides large-scale statistics based on long-term trends derived from surveying the public, with recorded police data published by the Home Office. The latest available data from the Crime Survey is for 2019/20. It shows that the estimated number of hate crimes was about 190,000. That is approximately 45% higher than hate crimes recorded by the police which were 105,090, indicating that police figures are nearly half the real scale of hate crimes. The gap is even wider for anti-Muslim hate crimes. That year, the Crime Survey estimated that 0.8% of the Muslim population (about 3.8 million people according to the 2021 Census) had experienced religiously-motivated hate crimes – which would translate into an estimated 30,400 people experiencing hate crimes. In contrast, the police recorded just 3,089 anti-Muslim hate crimes. According to the latest data, then, the police under-report anti-Muslim hate crimes by a little under 90%. Given that Tell MAMA’s statistics from 2017 to 2022 are overall 32% lower than police figures, this suggests that Tell MAMA underestimates the scale of anti-Muslim hate crimes in Britain even further – by more than 90%. And, after 12 years in operation, Tell MAMA not only appears to lack any strategy to do anything about this, but seems reluctant to even acknowledge the problem. Distorting the National Picture The statistical significance of missing more than 90% of anti-Muslim hate crimes cannot be overstated. It means that anti-Muslim hatred is now a national crisis – but one the Government […]

Distorting the National Picture

The statistical significance of missing more than 90% of anti-Muslim hate crimes cannot be overstated. It means that anti-Muslim hatred is now a national crisis – but one the Government is largely blind to.

Earlier this year, Tell MAMA reported 2,010 incidents of anti-Muslim hatred between 7 October 2023 and 7 February 2024. This is likely to be a small fraction of the real number, which could be closer to more than 20,000 hate crimes (the same number of users Tell MAMA says it has served since 2012).

Tell MAMA’s figures obscure rather than illuminate this crisis, leaving the Government asleep at the wheel on one of the most divisive issues of our time – a challenge which plagues both political parties.

The prevailing approach to this crisis is not based on reality, but on statistical artefacts derived from a tiny fraction of actual incidents.

When Byline Times’ findings were put to Faith Matters for comment, Mishcon de Reya made clear that it wanted this newspaper to refrain from publishing the article until it had sent over a “substantive” reply. Before that reply was sent, however, Tell MAMA published a statement on its website responding to Byline Times’ analysis of its figures.

In this statement, Tell MAMA did not dispute the analysis, but claimed that “it is impossible to record all hate crimes and particularly difficult given the scale, nature, geographical location and nationality of British Muslims from over 50 Muslim-majority countries”.

“We are not meant, nor resourced to be, an organization that looks for hate incidents or crimes on the internet or at a street level,” it said. “We report on what is provided to us by victims, and which is unsolicited.”

It added: “No third-party hate crime reporting service will have data that is higher than police forces. That is a simple fact.”

Yet, during the past five years, figures for antisemitic incidents in the UK produced annually by the Community Security Trust (CST) – the Jewish community service which Tell MAMA was modelled on – have been consistently higher than national police figures.

For 2023, CST reported 4,103 incidents of anti-Jewish hate, whereas the Home Office recorded only 1,510 anti-Jewish hate-crimes in this period. In 2021, CST reported 2,261 incidents, while the Home Office recorded 1,288 incidents. In 2020, CST recorded 1,684 antisemitic incidents, while the Home Office recorded 1,205 incidents. (In the past five years, CST figures were only lower than police figures in 2022, by around 300 reports).

The Tell MAMA statement appears to concede that the organization does little in terms of outreach work to ensure that it can detect cases more accurately, noting: “We do not go looking for cases or seeking material online or offline. If we did so, we would be here with a workload that would far exceed the limited resources we have and the data would not be credible.”

It accepted that “of course, the numbers of cases we receive will be less than the police”.

Given that police data systematically fails to capture the vast majority of cases of anti-Muslim hate incidents across the country, Tell MAMA’s statement is notable for at once admitting that its figures are even lower than the police’s, while simultaneously failing to acknowledge that missing 90% of anti-Muslim hate crimes is a problem that must be urgently addressed.

The evidence of poor quality data reinforces concerns raised by cross-bench peer Baroness Shaista Gohir – supported by a number of British Muslim members of the House of Lords including former Conservative Party co-chair Baroness Sayeeda Warsi – in several letters sent to ministers of the last Government, seen exclusively by Byline Times.

As reported in the first part of this investigation, those letters raised concerns about Tell MAMA’s opaque governance, its lack of transparency in use of public funds, poor data practices, and a lack of accountability.

Against this backdrop, the question of how the new Labour Government will address rising Islamophobia and anti-Muslim hatred is urgent but unclear.

Faith Matters appears to have spent a considerable resources attempting to silence criticism, rather than addressing concerns. The idea of a government-funded entity threatening litigation to block publication of criticisms of its work raises a question of its own: is it financing this using public funds? Like much else about the organization, we may never know.

Incidents up 114% on the year, NGO CLAIM reports Surged after Oct. 7 Hamas attack on Israel from Gaza NGO accuses government of failing to tackle threat Attempted arson on a mosque in Bochum that had been marked with a swastika, the door of a Muslim family in Saxony shot at by a right-wing extremist neighbor, a woman pushed onto train tracks in Berlin after being asked if she belonged to Hamas. These are some of the record 1,926 anti-Muslim incidents registered in Germany last year (2023) by the Competence Network Islam- and Muslim-phobia (CLAIM), a network of NGOs monitoring Islamophobia and anti-Muslim hatred. That marked a 114% rise on 2023, with incidents shooting up in particular after the Oct. 7 Hamas-led attack on Israel from Gaza. Yet authorities are paying insufficient attention to this phenomenon, and even denying its existence, as mainstream parties take over policies of far-rht, anti-Islam parties that have surged in popularity, Rima Hanano told a Berlin news conference on June 24, to present the report. The Alternative for Germany (AfD), which states in its program that Islam does not belong to Germany, has jumped to second place in polls over the past year, prompting mainstream parties to talk tougher on migration. “The streets, buses or mosques are no longer safe places for people who are Muslim or perceived as such,” said Hanano. “Anti-Muslim racism was never as socially acceptable as today and it comes from the middle of society.” The incidents recorded, likely only a fraction of the total given a fear of coming forward and a lack of monitoring institutions, included 90 attacks on Islamic religious sites, cemeteries and other institutions, CLAIM wrote. Most attacks on individuals consisted of verbal abuse and were aimed at women. There were also four attempted murders. The Muslim population in Germany has been growing rapidly, especially since an influx of migrants in 2015-16, tallying 5.5 million in total or 6.6% of the overall population. Islamophobic Incidents Soar The CLAIM report tallies with a 140% increase in Islamophobic crimes last year recorded by the interior ministry, and a survey showing one in two Germans hold Islamophobic views. Antisemitism also rose following Israel’s devastating military incursion into the Gaza Strip after the Oct. 7 cross-border attack by Hamas-led Palestinian Islamist militants, according to the German government and NGOs. In a country that is particularly sensitive about antisemitism due its responsibility for the Holocaust, German authorities have been more vocal denouncing that problem than anti-Muslim incidents. Economy Minister Robert Habeck, in an emotive video, accused some Muslim community groups in Germany of being “too hesitant” in distancing themselves from Hamas or anti-Jewish hatred. The government last year published its first ever independent report on Islamophobia by experts it commissioned, with a series of recommendations for tackling discrimination. Family Minister Lisa Paus has said the recent rise in both anti-Muslim and antisemitic incidents was “dramatic” and the government was trying to do prevention work from an early age by funding civil society projects working on the issue. CLAIM’s Hanano said, however, that insufficient action had been taken so far. “Despite the fact … that we have been warning about this situation for years, it is still barely acknowledged,” she said. “What we really need is the political will to truly fight anti-Muslim racism.” The Competence Network Islam- and Muslim-phobia (CLAIM) was founded as a network in Germany in October 2017. It aims to bundle and improve expertise on the topic of Islam- and Muslim-phobia/anti-Muslim racism and make it available to the fields of education, politics, administration, and civil society. Its goal is to reduce anti-Muslim racism in society. Download CLAIM Report HERE (in German). Source: Reuters
